Applications are now open for the 2017 Hubert Humphrey Fellowship program sponsored by the United States Department of State’s Bureau of Educational and Cultural Affairs (ECA). The Humphrey Program brings young and mid-career professionals from designated countries to the United States for a year of non-degree graduate-level study, leadership development, and professional collaboration with U.S. counterparts.

This program provides mid-career professionals from designated countries, with an opportunity to participate in a specialized, 10-month, non-degree graduate-level study, leadership development, and professional collaboration with U.S. counterparts at selected U.S. universities. The objective is to provide Humphrey fellows with an overall experience that broadens their perspectives, enhances their capability to assume greater career responsibilities, and provides opportunities to establish useful professional contacts.

Grant Benefits:

 The Fellowship provides for:

  • Payment of tuition and fees at the assigned host university;
  • Pre-academic English language training, if required;
  • A maintenance (living) allowance, including a one-time settling-in allowance;
  • Accident and sickness coverage;
  • A book allowance;
  • A one-time computer subsidy;
  • Air travel (international travel to and from the U.S. for the Program and domestic travel to required program events);
  • A Professional Development allowance for professional activities, such as field trips, professional visits and conferences.

Eligibility:

  • The Humphrey program is only for mid-career professionals, those with at least eight years’ experience.
  • Limited or no prior experience in the United States
  • Demonstrated leadership qualities
  • A record of public service in the community
  • English language ability

Eligible Countries and Requirements

To find out if citizens of your country/region are eligible to participate in the Hubert H. Humphrey Fellowship Program, click on your region. If your country/region appears on the list, you are eligible to apply.

  • Sub-Saharan Africa
  • Europe and Eurasia
  • Middle East and North Africa
  • East Asia and Pacific
  • South and Central Asia
  • Western Hemisphere

Selection Process

  • Stage 1: National Screening
  • Stage 2: Screening by the Institute of International Education
  • Stage 3: Candidate Review Committees
  • Stage 4: Approval by the J. William Fulbright Foreign Scholarship Board
  • Stage 5: Placement of selected Humphrey Fellows

Complete Application: 

A complete application includes:

  1. An online application which includes:
    • a clearly written objectives, program plan and motivations for applying  
    • detailed essays
  1. Three letters of reference submitted electronically and attached to the online application by referees who know the applicants very well
  2. TOEFL score report
  3. Biodata page of valid international passport

Deadline:

Application deadlines vary by country. The nominating U.S. Embassy or Binational Fulbright Commission will advise you of its internal deadline for receiving applications. Embassies and Commissions must submit their nominations to the Institute of International Education office in Washington, DC by October 1.
