International Committee of the Red Cross (ICRC) Writing Competition II in Arabic 2018

The ICRC Writing Competition II is open for entries. The International Committee of the Red Cross is proud to organize for the second time a writing competition in Arabic to engage the Arabic speaking scholars on relevant IHL discussions and to provide an academic platform for legal debates.

Theme: The missing

Every year, countless people go missing as a result of armed conflicts, other situations of violence, natural disasters, and migration flows.Families of the missing suffer anguish and make desperate attempts in the hopes of finding their loved ones. International humanitarian law (IHL) and international human rights law (IHRL) uphold the right of families to know the fate and whereabouts of their missing relatives. States have to make every effort to prevent people from disappearing, to search for missing persons and to deal with the consequences related to such events.

Pursuant to the mandate conferred on it by the international community, the ICRC strives to ensure that people do not go missing in the above-cited situations and to elucidate the fate and whereabouts of those who do. It also provides forensic support to managing human remains and strives to provide a comprehensive response to the many different needs of the families, combining its expertise in forensic sciences, mental health, psychosocial support, economic security and the law.

Awards

The ICRC has the honor to offer 3 levels of awards:

  1. The First place winner will receive a certificate and 1500 USD. In addition the article will be considered for publication by the ICRC
  2. The second place winner will receive Certificate and 1000 USD
  3. The third place winner will receive Certificate and 750 USD

Eligibility

Open to Arabic speaking States

The article should be written in Arabic.

The article could focus on:

  • An overview of the legal framework
  • Examining the needs of families of the Missing
    • Legal, economic, administrative and psychosocial needs
    • Justice and public acknowledgement: the importance of accountability
  • Recent developments in the humanitarian response
  • Psycho-social support for the missing
  • National mechanisms for addressing the issue of the missing/the disappeared
