The International Commission of Jurists (ICJ) is hiring a Consultant – Africa Regional Programme. The International Commission of Jurists (ICJ) is a worldwide network of judges and lawyers united in affirming international law and rule of law principles that advance human rights.
They are recruiting a consultant to assist the ICJ Africa team with developing a detailed research report on the situation relating to the realization of the rights of persons with disabilities in Africa, including in particular those connected to States obligations in terms of the Convention of the Rights of Persons with Disability and the African Disability Protocol.
The successful consultant will produce a report synthesizing available national, subregional and regional research and evidence which identify the progress made by African States in complying with their obligations to secure the rights of persons with disabilities through legislative, policy and other measures.
Responsibilities
The successful consultant will produce a report synthesizing available national, subregional and regional research and evidence which identify the progress made by African States in complying with their obligations to secure the rights of persons with disabilities through legislative, policy and other measures.
In developing the report, the consultant will complete the following activities:
- Develop a draft inception report, highlighting the scope and outline of the research;
- Following consultation with ICJ staff, review and finalize the draft inception report;
- Execute and submit for review the first full draft of the research report;
- Following review by ICJ staff, finalize research report for publication;
- In consultation with ICJ staff, conceptualize, design, organize and execute a webinar to present report findings;
- Report to the ICJ Africa Director or other designated ICJ staff, regularly on progress made with regards to all activities in terms of the consultancy;
- Remain available at reasonable notice to participate in other events and discussions relevant to the consultancy during the period of the consultancy.
Eligibility
The ideal candidate:
- is a dedicated disability rights expert with a comprehensive knowledge of international human rights law and standards;
- has practical experience in conducting disability rights advocacy in Africa;
- holds a post-graduate degree in Law, Human Rights, or a related field;
- has at least 5 years’ experience in undertaking legal research, specifically on disability and human rights;
- has a proven record of timeously producing and publishing legal analysis on disability rights in Africa;
- has demonstrable experience engaging with Organizations of Persons with Disabilities, human rights NGOs, and inter-governmental organizations at the national, regional (African) and international levels;
- has excellent written and communication skills in English (proficiency in French or Portuguese is beneficial but not required)
- has excellent organizational skills and ability to work in a collaborative way to deliver high-quality work on time;
- is open and flexible and has capacity to adapt to changing priorities and needs.
