Applications are open for the Pollicy Data Fellowship Program 2019 for Young Professionals. The Pollicy’s Fellowship Program aims to introduce students and young professionals to civic technology initiatives, while enabling these fellows to utilize their development skills to create innovative data products.

The 3-month fellowship will include opportunities to implement cutting-edge technologies in the fields of data science, artificial intelligence, machine learning, and natural language processing. Fellows are expected to use their time to assist in the development of front and back end code, algorithmic functions, meta-analysis, and data visualization, finally culminating in the in a presentation of their work to the civic technology community.

Pollicy is seeking a Software Development Fellow and a Data Science Fellow in Uganda to support the engineering of their new recommendation platform. They are looking for dynamic, flexible and creative fellow to assist their Technology Lead and Program Managers. You will have the opportunity to develop your technical skills and explore your leadership potential in shaping the data ecosystem in East Africa.

Fellows’ Responsibilities

Software Development Fellow

Software Development Fellow will undertake the following tasks:

  • Develop both front-end and back-end code
  • Optimize current algorithm and develop new functions
  • Manage large datasets and databases through cloud storage systems
  • Create unique features that enhance user experience
  • Document processes and workflows
  • Participate in knowledge-sharing events and offer training support
  • Undertake any other duties assigned by the supervisor

Some of the things Pollicy is interested to see in the Software Development Fellow include:

  • Prior experience in software development (Python, Java)
  • Prior experience in front-end programming
  • Interest in applying data science methodology
  • Passionate about civic engagement, service delivery and accountability

Data Science Fellow

The Data Science Fellows will undertake the following tasks:

  • Participate in conceptualizing and writing project and research proposals relevant to the work at Pollicy
  • Contribute to development of research tools
  • Conduct desk research and literature reviews
  • Data collection, entry and analysis both quantitative and qualitative.
  • Write reports on fieldwork and study findings
  • Participate in publication of study findings in peer-reviewed journals.
  • Take part in dissemination of study findings at different avenues, including conferences and workshops
  • Participate in program development, including event planning and training support
  • Undertake any other duties assigned by the supervisor.

Some of the things Pollicy is interested to see in Data Science Fellow include:

  • Prior experience with data collection, analysis or visualization
  • Interest in using open data to craft stories
  • Desire to learn new tools and methods for research purposes
  • Passionate about civic engagement, service delivery and accountability

  • Pollicy will provide a work space, modest stipend and active mentoring for the duration of the fellowship.

Eligibility

  • Open to students or early-career professionals interested in working on civic technology issues pertinent to sub-saharan Africa.
  • The fellowship is only open to Ugandans and will take place in Kampala, Uganda.
  • Women are strongly encouraged to apply.
