U.S.-Russia Peer-to-Peer Dialogue Program (P2P) 2024 (up to $70,000)

Applications are open for the U.S.-Russia Peer-to-Peer Dialogue Program (P2P) 2024. The program aims to foster partnerships between American and Russian organizations to jointly implement projects and promote mutual understanding between the two societies.

Designed to promote cross-cultural exchange and address shared challenges, P2P has helped Indigenous women entrepreneurs open small businesses, developed a fun and educational video game showing players how to identify misinformation in real-world scenarios, enabled students to actively contribute as citizens in their communities while fostering the exchange of history and culture between the U.S. and Russia.

To further support groundbreaking projects and ideas, P2P seeks to identify and fund initiatives that address common challenges in both countries in one of P2P priority thematic areas, including:

  • Public Health
  • Media and information
  • Space, science, and technology
  • Collaboration in the arts
  • Diversity, inclusion, and accessibility

Funding

  • The selected projects will receive up to $70,000 in grants to accelerate their development and implementation.

Eligibility

  • Public and private not-for-profit organizations registered in the U.S. or Russia at the time of application are eligible for funding. This includes nonprofit organizations, higher education institutions, schools, and other entities. For-profit and business institutions are not eligible to apply, with the exception of for-profit cultural organizations.
  • While cultural for-profit organizations are eligible to apply, note that P2P project activities/deliverables (training, courses, handbooks, etc.) cannot be used to generate profit and should be open to public without any limitations.   
  • Experience working directly with international partners in the past is not required for this funding opportunity.

Evaluation Criteria

The following criteria will be used to evaluate project applications:

  • Quality of the Project Idea: Need for the project must be clearly defined and well-supported. All goals and activities must be concrete, relevant, realistic, and non-political in nature.
  • Project Planning: Partners, project participants, beneficiaries must all be clearly defined. The project timeline must be realistic and allow for sufficient project monitoring.
  • Institutional Capacity: Implementers’ experience should be clearly linked to the topic of their proposed project. Implementers must also demonstrate a clear capacity to successfully administer the funding and achieve all proposed objectives.
  • Cost Effectiveness: All budgeted funds are reasonable and efficient. Overhead and administrative components of the proposal, including salaries and honoraria, should be kept as low as possible.

Application

Organizations must submit all Statement of Interest application documents using this online form. Note that the application form does not permit applicants to save their answers as they work on them. They recommend that applicants save their responses in a separate computer file and then add them to the form once all answers are ready.

Before being invited to submit a full funding application, all prospective applicants must provide a statement of interest application addressing the following questions: 

  • What is the main issue/problem to be addressed and why it is important? 
  • What is the project’s main objective and what key activities will be conducted to achieve it?
  • What are the anticipated outcomes or results/deliverables of the project? 
  • Who will be the project’s main implementing organization? Please also indicate the International Partner and all other partners (if applicable) and clarify their role in the project.   
  • How is the partnership equipped to implement the initiative? Consider both equipment and experience/expertise. 
  • Risk mitigation strategies: How will the partnership account for the impacts of ongoing geopolitical challenges and legislative changes on project implementation? This includes considerations for travel, outreach, beneficiary engagement in project activities, and other relevant factors.” 

Applicants must also submit a letter of commitment from their international partner in the statement of interest application. The signed commitment letter must be sent via [email protected] by the due date. Applications without the international partner’s commitment letter will not be considered for advancing to the full application stage. When submitting applications, Russian organizations should confirm their readiness to receive funds from a U.S. organization as part of their participation in the P2P program, if applicable.
