The United States Department of State Bureau of Democracy, Human Rights and Labor (DRL) invites proposals from eligible entities for Democracy, Human Rights, and Religious Freedom in Nigeria. The goal of the program is to address the religious tensions and violence in Nigeria.

This program is aimed at addressing the atmosphere of ethno-sectarian tension and potential violence that could occur in the run up to and immediately following the elections. There is an upcoming Presidential election in February 2015 in Nigeria.

Activities may include (but not to be limited to):

  • Identifying and working in areas most likely to break into conflict post-election
  • Voter education that fosters mutual respect and non-violence
  • Inter-religious dialogue to mitigate election-related violence
  • Supporting the cooperation of police, security forces and citizens working together to find methods to mitigate violence and build peace

Eligibility:

  • Participants should reflect religious, ethnic, and gender diversity.
  • Programs that leverage resources from funds internal to the organization or other sources, such as public-private partnerships, will be highly considered.
  • DRL will not consider proposals that reflect any type of support for any member, affiliate, or representative of a designated terrorist organization, whether or not elected members of government.
  • One organization can submit only one Proposal.

Judging Criteria:

  • DRL strongly discourages health, technology, or science- related projects unless they have an explicit component related to the requested program objectives listed above.
  • Projects that focus on commercial law or economic development will be rated as non-competitive.
  • Projects may include a gender-based violence component, but should not be aimed solely at countering gender-based violence.
  • Cost sharing is strongly encouraged, and cost sharing contributions should be outlined in the proposal budget and budget narrative.

Application process:

  • Applications must be submitted via grants.gov or grantsolutions.gov.
  • Please check the Proposal Submission guidelines in the solicitation document before beginning the application.
