Hague Academy for Local Governance Talent Programme 2014 – The Netherlands

Will you be the next Talent? The Hague Academy for Local Governance calls for applications from young local government practitioners for two of its Talent for Governance programmes organised in the second half of 2014.

The Talent for Governance Programme will enable young civil servants from these developing countries and Eastern European (non-EU) countries to participate in a specially designed Talent programme in the Netherlands, aimed at training and knowledge exchange.

The programme generally consists of these three components:

  • A practical training course at The Hague Academy for Local Governance (two week)
  • Internship at a Dutch local authority ( municipality, waterboard or province) ( one week)
  • Talent for Governance networking activities

The programme will give the selected talent knowledge, tools, ideas and experiences to use in their work towards a better living environment for their community. They will write and implement a back-home-action plan about a real-life case project from their local government.

About

The Hague Academy for Local Governance  invests in the capacity building of young ambitious local practitioners from developing countries through unique professional training and internship Talent programmes. Talent for Governance is an initiative of  The Hague Academy for Local Governance foundation and is recognized as a charitable organisation by the Dutch Tax Office.

Training Details

Topics include:

  • Climate Change & Resilient Cities – 29 September to 17 October
  • Local Economic Development – 17 November to 5 December

Benefits and Costs

The Talent programme will generally cover all basic living expenses including travel costs, accommodation and living expenses during the stay in the Netherlands.

The talent (you) must cover any additional costs (e.g. weekend outings or social drinks, souvenirs etc.) from your own resources, and also contribute 100 Euros or 200 Euros (read section 4.8 for more info on financial contribution) to their programme costs.

Eligibility and Criteria

To be considered for participation in the Talent for Governance programme a candidate needs to:

  • work for a local government ( e.g. district, municipality, city, region, province, water board etc.)
  • work in one of the countries listed on the DAC countrylist;
  • be 37 years of age or younger;
  • have at least two years of work experience in local governance and have the intend to work there for at least two years more;
  • speak and understand the English language well (all programmes are in English);
  • be able to write and vocally defend his/her motivation for- and the relevance of the specific programme;
  • be able to identify an issue/project as a Real-Life-Case within the theme of the programme for which he/she will write a Back-Home-Action Plan during the Talent programme;
  • have complete support of the employer to participate in the programme and to implement the Back-Home-Action plan when returned home;
