Voice Global invites proposals for the 2018 Sudden Opportunity Grant. Voice is an innovative grant facility that supports the most marginalised and discriminated people in low- and lower-middle income countries in Africa and Asia. It aims to amplify and connect thus far unheard voices in efforts to leave no one behind. Voice stands out from other grant-making programmes by developing a grant application and reporting process adapted to the five target groups and four grant types and that is accessible, user-friendly and innovative.
An initiative by the Netherlands Ministry of Foreign Affairs and is executed by a consortium between Oxfam Novib and Hivos. Voice targets the most marginalised and discriminated groups in Nigeria, Niger, Mali, Kenya, Uganda, Tanzania, Indonesia, Philippines, Laos and Cambodia.
About
The grant is an opportunity for strategic advocacy, mobilisation of CSOs and/collective action that can lead to change in legal decision, policy/laws, a shift in public attitudes and practices to challenge discrimination, promote equal access and opportunities, enhance social well-being, confront injustice and/or encourage social development.
Possible interventions would require using nonviolent action, with active participation of human rights defenders, private institutions and companies, faith leaders, NGOs and self-interested individuals or intellectuals who jointly and collectively seek the promotion and protection of civil and political rights as well as the realisation of economic, social and cultural rights of the Voice target groups.
Target groups:
- Indigenous groups and ethnic minorities.
- Age-discriminated vulnerable groups, notably the young and the elderly
- Women facing exploitation, abuse and/or violence
- Lesbian, gay, bisexual, transgender and intersex (LGBTI) people
- People living with disabilities
Grants
This grant is available from €5,000 to €200,000 for an intervention that will last no more than 12 months.
Country Specific Grants
- Nigeria Sudden Opportunity Grants: Through this sudden opportunity grant, VOICE Nigeria is calling on Civil Society Organisations (CSOs) to undertake a collective action to address specific, unanticipated opportunities to influence policy or deal with a threatened/imminent attack on civil society space in Nigeria, especially one that could have a ripple effect or that can impact one or more of Voice target groups in one or more of the impact themes.
- Uganda Sudden Opportunity Grants: Through this Sudden Opportunity grant, Voice in Uganda is calling on Civil Society Organizations (CSOs) to undertake a collective action to address specific anticipated threats to marginalised and discriminated groups such as women at risk of exploitation, abuse and/or violence, youth, the elderly, indigenous minority groups and/ or people living with disabilities in one or more of the Voice impact themes.
- Cambodia Sudden Opportunity Grants: Through this sudden opportunity grant, Voice Cambodia is calling on Civil Society Organisations (CSOs) to undertake a collective action to address specific, unanticipated opportunities to influence policy or deal with a threatened/imminent attack on civil society space in Cambodia, especially one that could have a ripple effect or that can impact one or more of Voice target groups in one or more of the impact themes.
- Kenya Sudden Opportunity Grants: This grant is meant for collective action as a response towards an unexpected moment or opportunity for advocacy or mobilisation that may result in advancements for the rights of the Voice target groups; such as changes in legal decisions, policy and laws, or a shift in public attitudes and practices to eliminate discrimination, promote equal access and opportunities, enhance social well-being, confront injustice and/or encourage social development.
- Philippines Sudden Opportunity Grants: Has there been an unanticipated closure of civic spaces? Is there a time-constrained opportunity to influence policy on discrimination and marginalisation? Has there been a natural disaster or emergency in which government responses need to be strengthened? Do these events directly impact one or more target groups?
Eligibility
Sudden Opportunity Grants are best suited for organisations applying in consortium, partnership, collaboration or as a network, since we expect that the situation needs collactive action.
- Open to NGOs and Civil Society Organizations (CSOs) in Nigeria, Kenya, Uganda, Philippines and Cambodia
- An organisation based outside of Africa or Asia, may apply for a Call for Proposals but only as a co-applicant in a consortium with the lead organisation based in Africa and/or Asia that operates in one or more of the Voice focus countries.
Application
Grants responding to a sudden opportunity are available on a rolling basis and can be applied for at any time from the date the Call for Proposal announcement has been made.
